Effective January, 2020, the Postal Service is revising Mailing Standards of the USPS Domestic Mail Manual (DMM), section 202.5.1.1, to clarify that in addition to automation and Enhanced Carrier Route automation price letters, machinable price letters must also have a barcode clear zone unless the piece bears an Intelligent Mail barcode with a delivery point routing code in the address block.
In short, there needs to be a clear zone at the bottom of a mail piece. No artwork. (Only if there is no address block with a barcode)
